The Planning Division has revised the General Entitlement Application submittal process effective March 3, 2025. Entitlement applications will be accepted and processed on a bi-monthly basis during established submittal windows. Applicants must submit a complete application and pay required fees for their application to be considered during a submittal window. For more information, please contact Planning Staff.
Application Submittal Calendar
Application submittal windows close on the first and third Mondays of the month. Application distribution occurs on the second and fourth Mondays of the month.
Pre-Application
To ensure applicants submit a complete application, the Planning Division has established a Discretionary Permit Pre-Application Form to confirm entitlement requirements. Pre-applications will be valid for 30 days. If no communication occurs during that 30-day period, Staff will issue a Notice of Intent to Void letter. Staff asks that you complete a pre-application prior to submittal of a General Discretionary Application.
