Home MenuTransportation
Transportation is a major source of greenhouse gas emissions, and on-road transportation accounted for 51% of the City’s greenhouse gas emissions in 2018 – the largest source of local emissions. This section of the Climate Action Plan covers initiatives to reduce vehicle miles traveled (VMT), promote public transit, biking, walking, and facilitate the adoption of electric and low-emission vehicles to create a cleaner and more connected city.
Key CAP measures to reduce emissions within the Transportation sector include:
- Transportation Demand Management (TDM) requirements for large businesses to incentivize alternative commute options for employees.
- Phased buildout of the City’s electric vehicle (EV) charging infrastructure at City facilities open to the public.
- Transitioning the City Fleet to zero-emission and renewable-fueled vehicles consistent with State requirement.
- Phased buildout of critical pedestrian and bikeway infrastructure such as the Coastal Rail Trail and Inland Rail Trail.
- Incentivizing and streamlining redevelopment along key transportation corridors identified in the Smart & Sustainable Corridors Specific Plan.

City of Oceanside Electric Vehicle Charging Station Map
Explore an interactive public map of electric vehicle charging station locations across Oceanside, informed by public charging data from the California Energy Commission. With a mix of fast-charging and free public charging options available throughout the city, charging access continues to grow in support of the shift to electric vehicles. This expanding network helps reduce tailpipe emissions, supports EV adoption, and advances the community’s Climate Action Plan goals.
Explore Public Transit Options
Oceanside is a major transportation hub with multiple public transit options, including local and regional bus service provided by North County Transit District (NCTD) as well as rail lines such as the Sprinter (Oceanside to Escondido), COASTER (Oceanside to San Diego), Metrolink (Oceanside to the Los Angeles area), and Amtrak. Together, these services provide convenient alternatives to driving alone, helping reduce reliance on single-occupancy vehicles and significantly supporting the City’s climate goals.
Bicycle & Pedestrian Safety Programs
Oceanside has implemented programs to support safer and more efficient walking and biking throughout the city. These initiatives include infrastructure improvements, education campaigns, and safety measures to encourage active transportation and reduce vehicle emissions.
The gO’side shuttle offers low-fare, convenient local transportation around the downtown area, connecting key destinations like the beach, harbor, and transit hubs. By providing an alternative to driving, the shuttle helps reduce traffic congestion and lower greenhouse gas emissions in the downtown district.
LIFT Paratransit
The LIFT Paratransit service provides door-to-door transportation for seniors and individuals with disabilities who are unable to use fixed-route transit. This program helps reduce reliance on private vehicles while ensuring accessible, safe mobility across Oceanside.
Youth Opportunity Pass (YOP)
Through the North County Transit District (NCTD), the Youth Opportunity Pass (YOP) program allows Oceanside students to ride public transit for free or at a reduced fare, encouraging young people to choose sustainable transportation.
California Electric Vehicle Infrastructure Project (CALeVIP)
This statewide incentive program supports the rapid expansion of publicly accessible electric-vehicle chargers, encouraging businesses, property owners, and developers to install infrastructure that reduces dependence on single-occupancy vehicles and cuts transportation-related greenhouse gas emissions.
