As part of the Climate Action Plan (CAP) update, the City developed a CAP Consistency Checklist to help streamline environmental review for new development projects that are subject to discretionary approval and analysis under the California Environmental Quality Act (CEQA). CEQA requires that new development  projects evaluate anticipated GHG emissions and mitigate for emissions impacts if the City determines they are cumulatively considerable. The checklist allows project applicants to demonstrate consistency with the City’s CAP instead of preparing a separate GHG analysis, therefore saving time and cost for both the City and developers while ensuring projects incorporate design that supports local climate goals. 

HOW TO USE THE CAP CONSISTENCY CHECKLIST 

Step 1: Review the checklist: Each checklist item corresponds to CAP actions and measures relevant to your project. Identify which items apply to your project type (e.g., residential, commercial, industrial). 

Step 2: Document your compliance: Explain how your project is consistent with existing land uses and how it supports applicable CAP measures. Include supporting materials, such as site plans, energy and emissions forecasts, or landscaping plans.

Step 3: Submit with your entitlement application: Attach the completed checklist to your environmental review application. Ensure all explanations and documentation are clear and concise. 

Step 4: Coordinate with City staff: Contact Planning staff if you have questions about CAP requirements or checklist items. Staff can provide guidance to ensure your project meets local climate goals.
