 Regional Housing Needs Allocation (RHNA) Progress Dashboard

Welcome to the City of Oceanside's RHNA Progress Dashboard resource page. The information on this page is intended to provide a “snapshot” of the City’s current progress towards meeting its assigned RHNA goals and provide the public with additional tools that exemplify the City’s efforts towards providing housing pursuant to its certified Housing Element.  As reflected in the table below, the columns represent the number of building permits issued for the specified reporting perRHNA by income table

Housing Element

The City’s 2021-2029 Housing Element, which is one of the State mandated General Plan Elements, was adopted by the City Council on June 16, 2021, re-adopted on September 13, 2023, and certified by the California Department of Housing and Community Development (HCD) on November 14, 2023 (6th Cycle Housing Element).

The Housing Element identifies strategies and programs that focus on the following major goals:

  • Facilitate the development of a variety of housing types for all income levels to meet the existing and future needs of residents, including the homeless and persons with special needs; 
  • Address, and where appropriate and legally possible, remove governmental constraints to the maintenance, improvement and development of housing; 
  • Maintain and enhance the quality of existing residential neighborhoods; 
  • Promote equal housing opportunities for all persons; 
  • Encourage new housing growth patterns that conform to local, regional and state policies for sustainable development and energy use.

Assumptions about future housing are based on the number of housing units the City has historically been assigned through the Regional Housing Needs Assessment (RHNA).  

RHNA Progress 

The RHNA is a state mandated planning process undertaken prior to each Housing Element cycle that quantifies existing and future housing needs within a region and requires local governments to plan for enough new housing to meet its share of the region’s need. The preparation of the RHNA Plan for the San Diego region is a responsibility assigned to the San Diego Association of Governments.   
 
The San Diego region is currently in its sixth housing element cycle and through its RHNA, and has projected that Oceanside will need to build 5,443 new housing units for the 2021-2029 planning cycle to keep up with projected population growth. These goals are divided by income category, with a goal for very low-income (“VLI”), low-income (“LI”), moderate-income, and market-rate homes. It is expected that 248 new income restricted homes would need to be constructed on an annual basis to meet the City’s RHNA for lower-income households (i.e., VLI and LI), with a total of 1,986 housing units needed during the current RHNA eight-year planning cycle. 

Each jurisdiction must prepare a Housing Elements Annual Progress Report (APR) on the jurisdiction’s status and progress in implementing its housing element. This report includes data on jurisdictions’ progress towards their housing goals, including data on all housing development applications, entitlements, building permits, and completions.  The following are useful links that further explain the State’s RHNA process and the City’s current progress towards meeting its RHNA goals.
