The Draft Oceanside Subarea Plan provides a foundational planning framework for land use, habitat conservation, and environmental protection. It outlines land use and preserve planning policies, to establish a network of wildlife and habitat conservation corridors for the protection of threatened and endangered species.  

The Draft Subarea Plan supports the Multiple Habitat Conservation Plan (MHCP), a comprehensive planning effort for a regional ecosystem preserve in North San Diego County developed pursuant to the Natural Community Conservation Planning Act (NCCP). The Draft SAP supports the City’s open space goals in the General Plan by guiding the development review process to ensure future growth is balanced with habitat protection while informing compensatory mitigation requirements when warranted.  A key aspect of the Draft SAP is the preservation of coastal sage scrub habitat within the Wildlife Corridor Planning Zone (WCPZ) that generally runs north-south through central Oceanside. .  

The Draft SAP (2010) has not been formally adopted by the City Council. In the development review process, Planning staff may refer to Draft SAP policies on site design and mitigation requirements in coordination with State and Federal wildlife agencies, however the Draft SAP development standards are not codified by ordinance.  Once the General Plan Update (GPU) is adopted, Draft SAP policies will be implemented through the Vital & Sustainable Resources Element, ensuring they are embedded in the City’s long-term planning framework and development standards.
