Entitlements
Entitlements are conceptual approvals required for certain development or land use requests. The entitlement process is a public process where the action to approve, conditionally approve, or disapprove a request is made by the decision makers (e.g City Council, Planning Commission, or the City Planner).
Entitlement Examples include:
- General Plan Amendments, Specific Plans, Zoning Map or Text Amendments;
- Tentative Subdivision or Parcel Maps;
- Development Plans; Conditional Use Permits;
- Coastal Permits; Variances; and Historic Permits.
Final Engineering
Final Engineering includes:
- Final Subdivision or Parcel Maps,
- Grading Permits (Rough Grading, Precise Grading, Minor Grading),
- Improvement Plans,
- Landscape Plans, and
- Stormwater Quality Management Plans

Building Permits
The plancheck or building permit process involves the review of construction documents. Once construction documents are approved, inspections are required throughout the construction process to ensure that structures are up to code, consistent with approved plans, and not a threat to life and safety.
