Electronic Plan Submittals allow applicants to submit plans and documents electronically as an alternative to submitting paper documents. Application forms, drawings, exhibits, and various reports can all be submitted electronically. The City will strive to avoid all paper submittals in the near future.
A Box Account is required to submit electronically, and setting up a Box account is easy and free! Sending documents using a Box account allows for large documents to be shared and sent securely from any device to the Permit Technician at the Development Services Department.
For a successful submittal, all files submitted electronically must be prepared in accordance with the Construction Coalition PDF Guidelines for uploading, downloading, and reviewing in the most efficient manner.
Electronic Plan Submittals can be submitted completely On-Line or In-Person at the Development Services Department’s public counter.
Planning Entitlement Submittals
The Planning Division is accepting electronic submittals of entitlement applications (e.g. Development Plans, Coastal Permits, Conditional Use Permits, Tentative Parcel Maps, etc.). An appointment is still required to submit an application electronically. Please email PlanningStaff@oceansideca.org to confirm the appropriate entitlement type(s) for your project and to request a submittal appointment. The appropriate online application link will be emailed to you to begin the submittal process.
As an essential service, the Development Services Department lobby is currently open during normal business hours for in person permit applications and plan submittals. Some City staff are effectively working remotely and will also make themselves available by appointment. Electronic submittals are still preferred as they effectively mitigate COVID-19 health concerns and save you a trip to city hall.
